The Danger of H.B. 267

H.B. 267: Public Sector Labor Union Amendments is a bill that will drastically limit the ability of public sector unions, including teachers’ unions, to advocate for our members and students.

  • Destroys Bargaining Rights: Public employers can no longer negotiate contracts with unions after 2025.
  • Weakens Union Advocacy: By burdening unions with unnecessary red tape and cutting off school access, this bill makes it harder for unions to fight for students and educators.
  • Harms Students: Without strong unions, students lose critical advocates for funding, school safety, and quality education.

Why Should You Care?

Teacher unions play a critical role in ensuring that educators can advocate for fair pay, benefits, and working conditions, which are essential for attracting and retaining quality educators. We also work tirelessly to improve classroom resources, reduce class sizes, and fight for equitable funding—all of which directly benefit Utah’s students.

Weakening teacher unions is a step in the wrong direction. Instead, we should focus on strengthening our public schools by supporting educators and ensuring students have the resources they need to succeed.

HB 267 would eliminate bargaining rights for public employees, restrict our ability to represent public educators and prohibit using school property for union activities. These measures would silence public educators, worsen the teacher shortage, and undermine public education by targeting the very organizations that stand up for public schools and students.

H.B. 267 Hurts Students

Strong unions ensure smaller class sizes, higher-quality teaching, improved school safety, and better learning environments. This bill weakens unions, jeopardizing the quality of public education.

THE FACTS: States with strong teacher unions achieve better student outcomes, including higher graduation rates and improved test scores.

Risk of Teacher Shortages

If passed, H.B. 267 will make it harder to attract and retain top educators by removing their ability to negotiate fair pay and benefits. Utah already faces a teacher shortage—this bill will make it worse.

THE FACTS: States with weaker union protections experience higher teacher attrition rates and have more difficulty filling vacancies, especially in rural and underserved communities.

Eliminates Public School Advocacy

Without bargaining rights, educators and public workers lose their voice to advocate for students and families, particularly in underfunded schools. This bill silences those who know what public schools need most.

THE FACTS: Collective bargaining agreements often secure critical provisions, such as special education funding and resources for underserved schools. 

Union Transparency is a Smokescreen

The new financial reporting requirements in H.B. 267 are designed to overwhelm unions with red tape. These measures do not benefit public educators but instead weaken their ability to organize and improve public education. 

THE FACTS: The real intent of H.B. 267 is to weaken unions rather than improve transparency.
