Leader Role Descriptions

All offices are elected to a three-year term (or shorter if to fill a vacancy), beginning July 15 of the year the election occurs, and shall not be elected to more than two consecutive terms.

UEA President

The UEA president serves as the chief executive officer of the Association and the Board of Directors; presides over the meetings of the membership of the Association, the House of Delegates and the Board; is responsible under the direction of the Board of Directors for developing and implement the Association's budget, policies, objectives and activities; serves as an alternate NEA director; is an ex-officio member of each committee, council and task force of the Association; performs all functions usually attributed to the office of president and those assigned by the Board; and works with local associations and their programs to advance the UEA program adopted by the Board of Directors and the House of Delegates. The president attends meetings of various standing committees, Council of Local Presidents, serves at the president of the UEA Political Action Committee and attends other meetings and training at the NEA, including the Representative Assembly. He/she acts as an official spokesperson to the public.

UEA Vice President

The UEA vice president performs the functions usually attributed to the office, including assisting the president and maintaining a knowledge and interest in the business of the Association; may serve as the chair of the Organizing and Membership Capacity Building Committee and the Board of Directors' Budget and Audit Committee; attends the NEA-RA as a voting state delegate in years corresponding to the elected term of office; is a member of the UEA Board of Directors and attends monthly meetings of the Board and Council of Local Presidents and may attend other conferences or training each year.

NEA State Director

An NEA State Director serves on the National Education Association Board of Directors representing the members of the State of Utah (UEA and USEA); attends quarterly meetings at the NEA to carry out the business of the NEA as established at the annual representative assembly. He/she attends the NEA-RA as a voting state delegate in years corresponding to the elected term of office (e.g., elected in the spring - term begins July 15 of that year - attends the NEA-RA beginning the following calendar year). He/she is a member of the UEA Board of Directors and attends monthly meetings of the Board and Council of Local Presidents and may attend other conferences or training each year. This election is a statewide election open to UEA and USEA Members.

NEA-RA Delegate-At-Large

The NEA-RA Delegate-At-Large is an elected position, establishing the credential as a voting state delegate attending the NEA-RA in place of an ex-officio delegate (i.e., UEA President, NEA State Director). The term of office begins on July 15 of the year the election occurs and corresponds with the term of either the President or NEA State Director also on the ballot that year (e.g., elected in the spring - term begins July 15 of that year - attends the NEA-RA beginning the following calendar year). There is no primary election for this position; the delegate with the most votes attends the RA in the years that corresponds to the term – contingent upon sufficient delegate count. This election is a statewide election.

Ethnic Minority Director

The UEA Ethnic Minority Director serves on the UEA Board of Directors representing the interests of ethnic minority members. The term of office begins on July 15 of the year the election occurs and attends the NEA-RA as a voting state delegate in the years corresponding with the term of service (e.g., elected in the spring - term begins July 15 of that year - attends the NEA-RA beginning the following calendar year). He/she may be appointed to serve as the chair of the UEA Ethnic Minority Affairs Committee (EMAC); attends monthly UEA Board of Directors, Council of Local Presidents, EMAC meetings and may attend other applicable conferences or training each year. The Ethnic Minority Director is responsible, with the support of UEA staff, for executing the UEA's Minority Involvement Plan when required by NEA Bylaw 3-1(g).

NEA-RA Successor Delegate-At-Large

The NEA-RA Successor Delegate-At-Large is an elected position, establishing the credential as a voting state delegate attending the NEA-RA in the event that the Ethnic Minority Director or UEA Vice President is unable to attend during his/her term. The term begins on July 15 of the year the election occurs and corresponds with the term of either the Ethnic Minority Director or Vice President also on the ballot that year. There is no primary election for this position; a successful candidate is he/she who receives the most votes. This election is a statewide election.

UniServ Representative on the UEA Board of Directors

A UniServ representative on the UEA Board of Directors represents the interests of the members in his/her respective UniServ and makes decisions on the Board based on the best interests of the entire UEA membership. He/she attends the NEA-RA as a voting state delegate in the years corresponding with the term of service (e.g., elected in the spring - term begins July 15 of that year - attends the NEA-RA beginning the following calendar year). He/she attends monthly UEA Board of Directors meetings to carry out the work of the Association as determined in the annual House of Delegates; attends meetings of the Council of Local Presidents and periodic meetings of UEA standing committees on which they may serve as a liaison to the Board. He/she shall meet regularly with the local leadership in their UniServ units in order to report directly on the business of the Board of Directors and to receive constituent direction on all UEA Board of Directors matters and other matters of concern to members.

UniServ NEA-RA Successor Delegates

The UniServ NEA-RA Successor Delegate is an elected position where the delegate would attend the NEA-RA in the event the UEA Board member representing that UniServ is not able to attend. The term begins on July 15 of the year the election occurs and corresponds with the term of the UEA Board member representing that UniServ also on the ballot that year. There is no primary election for this position; a successful candidate is determined by the most votes received.
